Ink Smear or Damage?

I came across this 1990 series $20 banknote, yet it’s hard to determine whether this is damage, or a couple of small smears.
Any opinions are appreciated.

It looks like a smudge of dirt, not ink.

 

I can't tell from just a photo so I won't even hazard a guess. Sorry.

Examine it closely under magnification and see what you can find out.

 

Looks like its on top of the bill not on it

 

IMO, post damage. Best bet is check it with a loop
