.75 copper, .25 nickel, clad outer layers to pure copper core. I'd think it's improper mixed alloy for the clad layer and those are copper inclusions. also I'm not going to rule out a copper colored nail polish or paint marker... the spot in front of her nose looks fishy to me.
I found a similar but nice (more dramatic) Kennedy half some years ago but on that one some clown had scratched the heck out of the obverse surely in an attempt to figure what was going on with it.... thanks for that. Definitely a keeper for me.
I thought so too, at first glance, but came around to believing that no, there did indeed seem to be "something going on" there, though I didn't know what to call it until I scrolled down and saw @Fred Weinberg's answer.
