Your Cent is Copper plated Zinc. It could just be a plating issue.
Plating bubble or plating blister.
Very interesting and I wonder what @Fred Weinberg might have to say (beyond asking for a full-size shot of both sides)
it appears as if the image is shadowed which leads me to believe it a raised image
true but the image looks like a number or letter to me
I believe it's a copper plating bubble.
this coin also appears to be doubled .

Try to pop it or move it with a toothpick.
Looks like a zinc plating blister.
I tried to pop it with a toothpick and it wouldnt pop so i tried a needle --- and it still didnt pop -- but i scratched the coin
Big deal! It's only a crappy Zincoln.
