Looks like Titus, though I can't read the legend. I'd guess the character on the reverse is the personification of Alexandria. Edit: It also looks like it could be Domitian.

No. The first one definitely has the personification of Alexandria on the reverse, with an elephant-skin headdress. The second depicts Isis, wearing the horns and sun disk crown. As for the first one, it does look like Titus a bit, but may I suggest Nero? The Nero-Alexandria combination is quite common.
