I was coin roll hunting and found 13 1995 D DDOs and 1 1995 DDO

It looks normal to me. Please describe what you see and where. It’s also a copper coated zinc cent minted by a worn die.

I'm not seeing any DDO

Just a bit of Die Deterioration doubling on some of the dates. That's not true Doubled Die.

 

You need to show in focus close ups of IGWT and the two known die markers. The listed EDS is pretty easy to distinguish but you images do not allow a clear view of the important areas.

But your opening post stated you found 13 DDO's, then referenced FS-103 (041) from PCGS which is a MS67RD which obviously only refers to graded examples, not all those found. And then your last statement (quoted).
Which is it?

 

None of those are fs-103.
They are all die deterioration doubling.

I can't tell. It is too difficult to assess coins that are rotated.

 

Likely some plating issues also.
