This is not the same thing at all. You forgot to leave the pencils at work. These people knowingly bartered for cookies instead of taking the money like they were supposed to. They are public servents that work for government(State, Local, Federal, it doesn't matter.). Their job is to do their job. Not barter with the tax payers money.
