No clue. Parts of the coin look double struck, but if so, the second strike took out everything but his eye.
There is a 1943 Doubled Die war nickel showing a doubled eye. The photo is at an angle, and it looks like bag marks.
Trying to show someone errors on coins, it is usually best to photograph the coin at 90 degrees, not on an angle. Also an editing program such as PhotoScape will help you crop the pictures and then post them as "Full Size". Just makes life easier.
