If that's all you've got to go on, that isn't much. Could have been knocked during shipment, then ANACS could have dipped that black off for you, or perhaps it was a fleck of crud that they removed for you or it simply fell off when they handled it. All the TPG'S have dipped coins before and or put them in acetone. It happens, and usually it is to do you a favor. In short, give us more information and better pics of the whole coin and the slab.
