I need an opinion on a note.

Found this note while looking thru a strap. It's an ink smear of some kind, but would to know what you believe caused it.

might be a washer dollar.

 

The detail under the smear seems to be intact. This may have come from careless handling well after the bill was printed. Something someone set on the bill or spilled on it and then wiped off.
