Looks like MS-64, struck 5% off center, possibly older PCGS holder.

 

Just remember a like is not confirmation

Here it is

An off center will not have a rim on the week side. Good guess on the grade.

On the money

The luster might be right, but too many bag marks.

The sleeve that this coin is in doesn't give a good look at the third side. I am fairly positive though from what I can see that says it was struck out of collar.
