    It seems that I have answered my own question. The use of the reverse die as the hammer die was first recorded in 1992, but not by the mint. It was evidenced in an error on a quarter for that year.

    I agree totally. Definitely a MAD, worth maybe a couple bucks.

    It is not off center as Hoopster explains because BOTH sides are not
    misaligned. It's true the obverse is a little more misaligned than is usually seen.
    $1 - $2 max.
