The mint medallion is not oriented the same way either, and could not possibly be from a die rotation. These are just different photos. Plus, any coin auction that lists more than one available.. just don't even look at it. By definition it means the photos are not of what you will get, which is against eBay rules for coin sales.
Looks like 1 package is a Philadelphia Mint Set And the other a Denver Set. Maybe a 1963 set. Oh I just noticed that @ldhair already gave the answer. No mule there.. Sorry. I can tell they are both different sets because the way the coins are facing.
