The reason is final delivery in the sois. Thailand Post hires motorcycle pool bikes (the same ones that hang out under bridges, at corners, etc as gangs) for the final delivery stage. I assume this is where most "theft" occurs, as I've had one item *disappear* that was sent to Thailand. The way I do it is I write "used" and "costume" or "toy" on everything I send.

Thais don't like used anything, it seems... They even call old houses/condos second-hand or used.

Beyond that, I think the worst Post Office HAS to be my local one. I paid for a return receipt card, and they didn't get it signed. I asked for a refund for non-service (since 800.ASK.USPS rep told me to do so). They said they won't refund the money, but can get the card signed, if I want. I accepted that (more so to see if anyone would _really_ sign it), and the worker started saying "Really? He expects us to send that back to California just for a stupid signature?" as I walked out. Mind you, the one that made the comment told me when I went to the counter for help "You know we're about to close for lunch." at 11:52. They "close for lunch" from 12pm - 1pm. It's bad enough that the postal employees are unionized. It's worse in a pro-union state where union employees "retire" from one union job to work in another... You know, to offset their expenses in retirement.

For the most part, the postal system works well. I think I've had eight packages lost in the last decade and maybe three dozen with "sorry we shredded your package" stickers. Not so bad, except when they DO lose the package, they seem to indemnify it.
