Why? No paper money. Why didn't the dollar coin of that era circulate? Because it was undervalued. It contained more silver than the 8 reales coin of the same value. Grishams law worked and the underweight coins, 8 reales, drove the overweight coins out of circulation. The dollar coins have never worked because there has always been some reason.
