It's a Misaligned Die (MAD). Yours is one of the more extreme examples I've seen and I would keep it if I found it in change. But it really doesn't add any extra value

Oh and you pointed out that the "stamping was offset". This is known as a MAD (misaligned die) and it is very common (especially on cents and dimes).
