Just look at how often "dump banks" have been discussed on this very forum. While providing free wrappers and exchanging a few boxes every now and then may not seem a big deal, it certainly can be more of a hassle than it's worth when multiple people are abusing the privilege. Banks are businesses, and as with most any business, the time can come when customers can become more of a thorn than a blessing.
