I can't believe that I overlooked this damage!

Strike through, micrometer hit, lamination fault, are all very good explanations. But I see no consensus. I know I can't get one handed to me.
I tend to agree with everyone of the above posts. All right, I've decided to send this 1981-S Quarter Proof coin to a third party grader. Is there a member here that belongs to one willing help me in submitting it, preferably to PCGS.? I don't know how to describe this fault. Thanks.
