It is ether Uncirculated or Proof, not both. FYI, Proof isn't a grade, it's a method of manufacturing. Specially Prepared planchets and dies, usually stuck with higher pressures, and/or multiple times. Sorry if it's a little confusing. For example, a circulated Proof coin would never be XF-45, it would be Proof-45. It may seem like a minor technicality, but it's something for any new collector who may be reading this to understand
While a little confusing, I still think it's not inaccurate to describe a PF-6+ as uncirculated, just as you call a PF-45 cirulated.
A PF-6+ I would say is not quite a proof with VG details. As for a PF-45 cirulated, I don't have a clue what that means.
Uncirculated is a state. Mint State is a grade. Proof is a method of manufacture. You can have an uncirculated proof.
I'm sorry, I meant PF-60+ (60 & above) PF-45 is a Proof coin (NGC uses PF, PCGS uses PR) circulated to the condition of XF45
