I would grade the piece you have pictured as an XF45. It looks like the center crease is a hard crease, which, along with the spotting on the front, keeps it from being an AU. As for its value, the latest CDN Greensheet I have shows a 1928 $20 Small Size Gold Certificate bid at $165 in XF. As a dealer I would offer $150.
A typical Fr.2402, 1928 $20 Gold Certificate, in XF condition would sell in the $200-$250 range. A dealer would probably offer 30% less.

"I saw that bill as well. The bid is now $925." I think it might even be higher now. The bids for currency there are nuts, IMO.
