For a coin to even be a coin it has to have been made in the year that it has upon it, and it has to have been made as a regular issue of the mint at that time. Business strikes are regular issues, Proofs of those business strikes are regular issues - but nothing else is a regular issue, nothing. Re-strikes are not regular issues, by their very name they are re-strikes. And a re-strike is nothing more than a copy of the original, by definition.
