I like chop marks as much as the next guy/gal, still a newb though, however how many are too many? For example this coin, the reverse is obscured by the chops, doesn't that make the appeal less? Good question. I look forward to what comes forth. But it is my opinion and observation that coins with chops piled on chops will have less value than a coin with a few neat chops. I reckon tastes can differ though. Some would see the linked coin as having more of a story to tell.
I know PCGS changed their policy and started adding a straight grade (in addition to 'Chop Mark' "pedigree"), however, in my opinion, this seems to have excessive marks and I'm a bit surprised they graded it. I agree with @longshot - some collectors might appreciate the added history/story behind this coin. Personally, I think this particular piece is a bit overpriced.
I think one chop mark is enough but I'm not a chop mark person at all and I don't own any with chop marks. The price for the linked POS is way too much IMHO but to each their own. You just never know!
Coincidentally I was leafing through Breen's Encyclopedia tonight and found this stated, that "common incuse chopmarks lower values according to how much design detail is lost, but far less than random mutilations." FWIW.
