Doesn't look rotated. Your coin is not properly oriented prior to imaging. Put the E in LIBERTY to 12 o'clock and it will look correct, unless you can show the rotation in a mirror for example. The mint tolerance for rotated die strikes is around 27 degrees

Ok I didn't realize it had to be rotated as well. 1st and 2nd are 1 and 6 o'clock and 3rd and 4th are opposite
