To me is just looks like dirt on the coin's surface, but it could be a small lam. Agree that better pictures would be useful.
Sometimes yes and sometimes no. In this case no. Look at it closely. It almost goes to the rim but it turns upward and the UN and the left side of the I are imprinted on top of the lamination. This is a retained lamination.
Well I learned something new today. I thought all lamination errors were caused by impurities in the coin stock rolls before the planchets were ever punched.
