Pontos/Amisos. The search was easy enough on Coin Archives with "Tyche Owl". That took me to Pontos/Amisos where I looked down a long list of similar issues. As for "Tyche" versus "Hera" it is a moot point. Tyche just means "fortune" in Greek. One way to say "good-bye" in classical times was "Eutyche" for "good fortune." The attribute was deified to mean "Good fortune to our city" which is why she often wears city walls as her crown. I believe that it began in Seleucia at Antioch and spread by cultural diffusion. Hera does often wear a crown but it is low, not high, the ornaments are on the band, not above it. Your example fits Amisos, so I am going with Tyche.
Chris, there are no Athenian silver Octadrachms to my knowledge. Are they just so rare that I've never heard of one? The Ptolemies minted gold Octadrachms.
