I just asked about this same item recently. It's a Galata Bridge token from Turkey, about 1913. 20 para is the value.
It's definitely Arabic. Probably the Middle East. No clue which country nor the denomination. I did a very quick search and didn't find a match. I'm about to go to work, so just google " How to identify Arabic coins " and check out the various links.Please post the results here. I'm curious. Thanks for posting.
