I don't personally collect Pandas or any ultra modern in general, but I always get puzzled by this. How is it that they are not both proof?
mint state does not have frosted look to them. proof have heaVY CAMEO LOOK WITH MIRRORED FIELDS AND FROSTY WHITE.
It was always confusing to me too. In hand you do see a difference in the fields and frosting, but as a US collector you are conditioned that frosted devices meant proof, shiny ones meant BU. They simply frost both MS and proof, but the proof has better frosting and more mirrored fields. Hard to tell by pics.
