I was going to make a complete and utter guess of continental Europe : France , England , Spain ; based on the lions and the Fleur de Lis . Both symbols are common on Coats of Arms from these countries, especially the Lion in England and the Fleur de Lis in France. However, as you can see from LordM's pic, the Fleur de lis serves as a capstone on a column or pillar. Often old Spanish coins are referred to as "Pillar" dollars because of the pillar on each side of the Coat of Arms. There is more information here : Sp-Cobs.intro.html
Absolutely is a Spanish colonial cob. Looks like it has lost it's date. Some more educated than myself may be able to discern a mint and/or assayer.
