Was curious Paddy do you use NGC or PCGS? curious because I try to use PCGS but 5-6 times went through Sarasota and started getting offers from all over the black markets? Curious? Hoping neither collect and sell any of our data!

Looks like some kind of prank to me. Are any of your friends the type of people who would pull something like that? I knew someone a while back who would definitely be able to think up something like this to scare his friends.
If that's not it, the options for what this could be are endless.
Postmarked Jacksonville, FL, so you could look into what sort of companies/groups are in that area.

This seems like some sort of a shady crew- not wanting their real address known. According to the internet, they don't even exist! (In the US, that is)
I'd go so far as to say that the money may have been marked. Very few people in the US can afford to send $50 to a random person. So, there may be quite a few strings attached- the money may have come by illicit means, or may be a high quality fake... We might never find out for sure.
Seems like you have a real nice story for "Unsolved Mysteries" with Robert Stack.

If you are concerned about the 50 you could trade it in for change at a bank.

Arecibo is home to the world's second-largest single-dish radio telescope, famous for being the site of the Search for Extra Terrestrial Intelligence (SETI) message directed at the globular cluster M13 in 1974 (per Wikipedia).

Paddyman, this mystery has the fingerprints of aliens all over it.

That's assuming aliens have fingerprints, of course. Could be tentacle prints, I suppose.
