    ...but the legislators responsible for signing the new composition into law stayed bought, and we're stuck with this composition, even though it doesn't work.

    The 82D small date copper transition errors could have been minted any time in late 1982. A copper planchet could have been stuck somewhere in the process or storage totes and then be dislodged sometime later.

    Same way for the copper 83D, 1943 copper cents, etc. There could be older planchets being struck today, but since there have been no recent composition changes, there is no way to tell
