Have you ever seen this before?

Wondering what this is called and if it is a mintage error or a planchet thing. You can see the shine, then change lighting from different angle and this shows up. Anyone ever see this before?

can we get full pictures of the coin obverse and reverse looks like a vodo dudes bad hobo quarter those marks are scratches.

 

This is not scratches, or hobo. Pulled from mint set.

 

That is the result of the plyo film mint packaging. Many of coins sweat in those sets and they end up looking like this.
Here is a 70 S/S Lincoln I pulled from a 70 UC set.

 

well you didn't mention that from the start its from the packaging not an error.

 

Looks like an L between the E and R

 

Appears to just be staining damage to me. I think @Pickin and Grinin nailed it.

It really isn't considered toning it would more qualify under environmental damage.

 

my post came in a little late it should've been above yours when you said it came from a mint set that-was reffering to when you said it came from a mint set.

Yes its damaged a chemical reaction while it was in the packaging probably/ a problem that ruined some nice coins for decades
