Have these dollars been 'cleaned'?

well i have a 23 morgan that has been said to have been polished heres a front pic and back pic with my 10x loupe...why wouldnt the back be cleaned as well? the stuff under the "y" in liberty is the same as the stuff in the back pic.

yes it does look like they have been restored too much..

 

how do you restore a coin to much?...also there arent any swirl or lines in the coin i can see under my loupe..just whatever that stuff is growin on it..and under mag. its all over the front too.
