From experience, I can tell you that their standards are very relaxed for foreign coins. You'd think it'd be as simple as comparing surfaces with a Mint State Franklin Half. If they want to expand into the cleaned and polished European market, they have little choice. We know they want the expansion, they just don't want to have to place 98.3% of all the European coins into "Details" slabs.
Something that should be mentioned, a coin having been harshly cleaned is often very difficult and sometimes even impossible to distinguish based on photographs. And the harsh cleaning designation often covers a multitude of issues so what one usually thinks of as harsh cleaning may not be present on the coin in question.
I couldn't find a photo online that had both a cleaned looking coin and cleaning tools in the same photo. Therefore I combined the two photos as best I could.
