    Obv. IMP CAESAR TRAIAN HADRIANVS AVG
    laureate bust right, draped on far shoulder.

    Rev. P M TR P COS III in Ex FORT RED
    Fortuna seated left, holding rudder & cornucopiae.

    thank you all,

    the crude style, and snake like S on obverse made me thinking its eastern.
    there are roughly 3 sorts of eastern mint styles some very close on
    Roman mint quality

    Antioch
