I have no idea on the mint, but it is a wonderful portrait.

 

It's a cool coin with a very interesting portrait.

As far as the actual mint, I have no idea either, but several similar types/styles appear to be listed as struck at Rome at acsearch.

I have absolutely no idea on the mint but I agree that portrait is outstanding.

 

Looks like Rome to me.

the crude style, and snake like S on obverse made me thinking its eastern.
there are roughly 3 sorts of eastern mint styles some very close on
Roman mint quality

Antioch




Roma mint style/quality
