I won 3 separate auctions on March 11th from the same seller. I paid on March 11th via PayPal; no delay/hold on funding. That is, the seller was not paid by check; an instant transfer was used in PayPal. The seller is in Argentina. I am in the States. The seller has lots of inventory, has an eBay score of 8304, and has a 99.9% rating; this is why I was not overly concerned about making the bids in the first place. An enquiry was sent via eBay Messaging to seller enquiring as to the delivery status:

The seller reports that Item 1 was shipped on March 16th. I received said item on March 25th. The seller provided an Argentinian Post Confirmation Code (for whatever that's worth)
The seller reports that Items 2 & 3 were shipped on March 18th. I have not received said items. The seller provided an Argentinian Post Confirmation Code (for whatever that's worth)
The seller stated that it can take 15-20 days for delivery from Argentina to the States. I'm not sure I 'buy' his explanation. The first item arrived promptly. The 2nd and 3rd items were mailed out 2 days later, yet did not arrive 2 business days after the 1st item arrived. It is now March 31st. 20 days after all said items were won and paid for, yet the remaining two items have not arrived. I have never had to deal with this before. I read eBay's issue resolution guidance long ago. I have conducted over 200 buys via eBay successfully. Based on folks' past experience, guidance is solicited:

Am I 'jumping the gun?'. Is this delay within reason?
Is it too soon to initiate communications with seller about refunds?
If I pursue refund process, please confirm that I must execute communications to Seller, eBay, and PayPal pursuant to it within 30 days of win/pay?
If buyer balks at refund process, who do I first contact to initiate refund - eBay or PayPal?
Guidance on this is greatly appreciated! CheetahCats
