If this is a photo, then I'm opting for AU Details - Cleaned. There is considerable wear in her hair, and I don't see any luster at all. If PCGS gave it a problem-free grade, I'd get rid of it if it were mine. Chris
Details, the coin is damaged. Displaced metal, which is obvious on the obv, is cause for details/genuine slab only. And the toning, I'm not real sure about that either.
Look at the obverse--dull, listless, and lacking in luster. Even with the toning, if it were uncirculated, it would show some luster. As Doug said, there is damage to the coin's surface, evident on the obverse fields. I would say the toning is genuine album toning.
It looks like one of Gbroke's photos. And taken with axial lighting with really strong light which washes out the luster is my guess. My thoughts is that there was terminal toning on most of the obv as the rims of the reverse show.
This is the damage I was referring to - When metal is displaced that badly and with all of those swirls from scrapes, scratches, and gouges, there is no choice but to designate the coin as being damaged.
I believe it's the pictures that are making the coin look cleaned. After looking up the coin on PCGS cert verification, the coin does have its original luster.
