    Not always the case.
With the photos provided, can't really say much about it being upgraded.

If you could get it to upgrade, you'd stand a shot of breaking even on it as it would have to be really close to top pop... Someone who actually subscribes to the pop report would have to tell us how it breaks down.

EDIT: Found some info on Heritage... a MS66 would tie it for top PCGS pop along with 3 others.

in the past...i've never fail to get an upgrade if i decided to re-submitt coins, but i just don't see MS66 in this coin. when i bought this coin in 93 or 94?? there were like 7 or 8 coins graded 65 and no 66's.

How much does it cost to have your coin reviewed for regrade? On a coin of that caliber, I'd imagine it's somewhere around $50? Worth the gamble if you ask me, it's only $50 (heh, sounds weird saying that when my bank account is at about $58...) and we're talking about a $5k+ difference in price.

Heh. People are still guessing even though you've already posted the results. Ok, I'll play: MS 65!!!

It looks like a PQ coin, original, no problems, solid MS65. If you get to a coin show where the upgrade pros would be willing to check it out, you could go from there. I had some OGH coins recently submitted to NGC. I got two upgrades that were-no brainers and two no grades, that cost me as much as I gained by the upgrades. And I did try to get expert opinions before I cracked the coins out. Get at least two or three experts to look at a coin before cracking it out for re-submission.

I wouldn't crack it out, just send it in for review... if the grade doesn't improve, they won't break it out of the slab and reslab it.
