    I did my best to get the marks to show on the photos, but they are elusive due to the toning. I think PCGS got it right, they are just a little too severe to grade the coin. Here is a large photo of the obverse.

    I still don't think those marks are bad enough to not grade it , but you have it in hand and I don't . Still a good looking coin to me .
