That was my thinking. Those spots are obvious to me. BTW, when you see tarnished coins at high grades, ask yourself if the coin was tarnishe when graded. They actually can and do tarnish in the slabs.
I concur. They are a major distraction, even if the detail is more consistent with 62/63. If there were a decent spread between the value of a 61 and a 63, there are ways to remove the spotty toning (a careful, tedious process), but again, being that the coin is such a common date in a common grade, it's not worth it.
