Easy for me why they didn't grade the other one, the surfaces are funky. PCGS and NCS are extremely careful and error on the side of caution. If the slightest thing catches their eye, it's a BB. I've seen hundreds of reject coins at my dealer, most of the coins they rejected looked amazing to me....and of course my dealer wouldn't send coins that he though would be ungradable. Side story... About a year ago my dealer bought this WayteRaymond Lincoln album from a street customer, it was pretty amazing. He asked me to grade the best he picked out and they were great coins. I think he submitted 15 coins and 7 of them didn't grade with NGC....artificial color BB. They were just awesome toners, 64-65, beautiful NT Lincolns from sitting in that album for decades. I looked over the BB's and not one of them looked AT in my (and the dealers) opinion. He also shows me rejected silver all the time, it's very educational. I can't overstate how important it is for a collector to have a good coin dealer in their life. Everytime I go to the shop I learn something new. Ask your dealer to show you rejected submissions. Anymore, I'm more interested in seeing those than the new slabbed coins.
