    actually, yes, it does with NGC or PCGS. The fact that this TPG gave it FB may give you an idea of why they're not a top tier TPG...

    Interesting. Nowadays, it seems so confusing to decide whether or not just a tiny nick on Jefferson nickel steps, merc dime bands etc should disqualify fullness.

    why is it confusing?
    The strike is full or it is not. The premium coin has a full strike. The rest are sold at varying degrees of premium.
    But the design is full, or it is not. No confusion.

    Not so simple. I have several PCGS and NGC FB coins with the slightest of grazes across the central band, and have seen many more examples. There is an element of subjective judgment on whether a graze constitutes an interruption to the trough of the bands.

    My reason for saying it is confusing is because I thought a full strike meant full details. Now, that must include no blemish/nick on that area. Perhaps, you are correct, not confusing, just a change of definition.
