Looks like maybe an ANACS 8(?), which puts it at no later than 2004. That coin's been encapsulated for over a decade.
When submitting coins, you must submit at least 5. If you are considering having it graded, you could consider piggy backing it on someone else's submission whether it be dealer or friend.
I definitely think it would go 65, might get a + Just for the Toning and obv. strike. A 66 should be mark free.
Wrong!. To give you some perspective, here is PCGS definition of a MS68; MS-68 This is for "Mint State" (the grade) and "68" (the numerical designation of that grade). A nearly perfect coin, with only minuscule imperfections visible to the naked eye. The strike will be exceptionally sharp and the luster will glow. This is an incredible coin.
