He is probably mistaking the missing detail in the hair and on Monticello as wear instead of a combination of strike and die wear. Just my guess.
Isn't the key to differentiating this the appearance of the surface? Won't a weak struck area have a slightly "rough" surface while wear will be glass smooth?
Somehow missed this one. I would have guessed 67 as well. That second Jefferson knocks the socks off the first. That portrait really jumps off the coin. The second one deserves a star and would be a good candidate for the star thread.
The toning of the 66 is much more attractive than the 67. I agree with the choice. No question it is under graded—I would have gone 67*.
