I'd go with '64 but I suspect that PCGS might have graded it '65..........maybe.

 

The toning makes it difficult. I would under grade this.
I assume this is an MS coin, but to me it appears to have wear on the obverse.
Some of the lettering on the rev. is mushy and not crisp.

 

I believe Mike may be right.......
