There are certainly series of coins that are graded differently. The Franklin is one of them. I personally would have graded this a 64 tops, because of the distracting marks on Franklin. But for some reason, the TPG's see those flaws as "As Struck" because they existed on the planchet first. If you look at the Franklin Half over, you'll notice that the bell is fairly large and of decent relief above the surrounding fields. Then you'll notice that Franklin is directly opposite of the bell and the highest points of Franklin lined up with the high points of the Liberty Bell create's a fairly large void for the metal to fill. Add in that the planchets probably were not cared for too well during their production. So it's no coincidence that some of those flaws carry through the striking process.

Are they distracting? Yes, and in my opinion should limit a grade as they are a defect against eye appeal. Another example series is the Ike Dollar. The issue there is the metal was quite a bit tougher to strike than silver. Again, the planchets were not handled with care and they got beat up during the production process. Again, the argument is made that those flaws existed prior to striking and are not counted as post strike flaws, hence don't count against grade. What we collectors can do is just not buy them and wait for a better example come along. However, in some cases an exception can be made with the color adding to the eye appeal. So buy the coin and not the holder.
