    That isn’t my experience, most bag toned Morgan’s are only toned on one side, and they make up a large majority of the star designations in the world.

    As long as there is nothing disqualifying (eg terminal toning, spotting etc) a neutral reverse should not impact the decision to award a star.

    That's been my experience too; neutral or even a slightly negative second side doesn't disqualify a star.
