    I do like the toning, MS65.

    MS-65. FBL at PCGS but not at NGC. Nice looking coin.

    I see a high quality coin in MS66, but no fbl at NGC.

    It looks like an NGC holder so: MS66

    This coin would easily garner FBL at PCGS but I don’t know if luster is good enough for PCGS premium gem standards. PCGS grade is MS65 FBL.

    Well I got the grade right but I said no FBL due to the number of hits breaking the bell lines.

    That is a damn nice 64. I knew once you said it was PCGS that it was FBL. They are super lenient.

    Indeed PCGS is a bit more lenient with the FBL designation. If I'm not mistaken, they're only interested in the lower set of lines; whereas NGC will only assign the FBL designation if both the bottom and top set of lines are full.

    And regardless of PCGS or NGC, I too see a few marks along the bell lines which make me question the FBL designation.

    I picked this one up predominantly due to the neat obverse toning. The reverse has some spectacular luster and the fields are rather pristine (other than right below the M of UNUM). And yes, certainly the Liberty Bell device has a few contact marks - including a couple coming really close to interfering with FBL.
