    from the pic's i say 63ish (that crud on the obverse at the bottom of the bust just keeping me from going higher. it may be just discoloration but the pic's make it seem grudlly

    The slab needs cleaning and curation. It is an older fatty.

    Not sure what you guys are seeing that is responsible for these really low grades, but I see a crusty toner with near flawless surfaces.

    I think the grading would need a disclaimer. The grade before it was slabbed, or now? Not sure if the "smudge material" around the outer edges was there before, or after.

    It doesn't matter, NGC likes crusty toners and they don't penalize coins for having advanced peripheral toning due to album storage. Eg:

    As you can see, this coin has advanced peripheral toning and was graded MS67 back in the 90's, then upgraded to MS67 5FS a few years ago.

    I was going to guess MS 66....67 is fair and as @Lehigh96 mentioned people were too rough since NGC is known to give crusty War Nickels 67 grades.
