    I voted 66 6FS, because I think NGC is overly strict on non-silver 'moderns', but I would have absolutely conceded to 67 or even 68 6FS.

    Submit to PCGS.

    I was late to this party. Would have said 67, and 6 full steps. It was stingy grading. It is truly a “no excuses” coin.
