Under column 3 looks like it could kick out the FS but this 38 may have been given grace.

I'm at 66, not FS. The midsection of the steps hurts these every time. That's the area they want to see going through, like the middle band on the Mercury torch. They don't care about the ends.

I have seen PCGS let those go with the FS designation but not NGC.

I think it just misses 67 so I went MS66. It would be a high end 66.

MS66 not FS. Aren't the TPGs sort of tough on 38 D Jeff's?

I was between 66 and 67...being quite mark-free, I gave it the bump up to 67...the steps look broken, especially between the 2nd and 3rd pillar; to me that prevents even 5fs (so no full steps)

Given the date/mm I think with the strictness of grading those , it got MS 66+ and too many interruptions to get FS

MS-67 5FS ~ Seems like a lot of 38 steps are rough in the 3rd pillar area. Overall they look good and I’ll say they get the designation.
