MS-60 is as has been said, the bottom of the Uncirculated grades. It's so ugly in fact that it actually might be beneficial to the coin to have actually circulated. I'd personally probably never buy an MS-60 coin as the eye appeal would be just too poor. In my book MS-60 is the equivalent of receiving a MS-Details grade. I missed out on this one, but I would have graded it based on the images and not really seeing any luster breaks at a MS-64. It looks to have really nice looking surfaces. If in fact it is circulated, it's probably very lightly circulated and might be worthy of an AU-58+.
